China to neighbors: Keep out of Spratlys

Stop search for oil, sans permission, says envoy

Vowing to assert sovereignty in the disputed Spratly Islands, China on Thursday warned its neighbors to stop searching for oil in the contested region without its permission.

The warning came amid a report from Hanoi that China, for the second time in two weeks, on Thursday harassed a Vietnamese vessel conducting seismic surveys within Vietnam’s continental shelf.

Vietnam’s prime minister said Hanoi was determined to protect its “incontestable” sovereignty over areas it claims in the South China Sea in an intensifying war of words with Beijing.

Senate President Juan Ponce Enrile, smarting at Beijing’s stepped-up criticism of the Philippines, scoffed at China’s demands.

“For heaven’s sake, don’t lecture to us. We can equally lecture to you even if you are a giant,” Enrile told reporters.

A day after Beijing warned Manila to refrain from unilateral actions that could damage Chinese sovereignty, Chinese Ambassador Liu Jianchao issued another warning.

Totally China’s territory

“We’re calling on all parties to stop searching the possibility of exploiting resources in the area where China has claims. At the same time, if the countries want to do so, you can talk to China about the possibility of having a joint cooperation development and exploitation of natural resources,” Liu said.

Asked about reports of oil exploration in the disputed region, Liu said: “China hasn’t started drilling oil wells in this region. Personally, I don’t know anything about what was reported. China has a large maritime area, for example in East China Sea.”

Recently, Manila lodged a protest in the United Nations over the harassment by a Chinese vessel of a Department of Energy vessel.

“It’s not harassment. It’s a normal practice and exercise of jurisdiction, and the rumor was the Chinese vessels made an ammunition assault, which is not true,” Liu said.

He added that the Reed Bank—which the Philippines calls Kalayaan—was “totally within China’s territorial claims.”

‘Bad rumor’

The ambassador urged all parties to set aside differences and engage in joint cooperation.

“Peaceful means is the only option for China and we’re determined to carry on with peaceful consultations with our partners, our neighbors who are also claiming the Nansha (Spratly) Islands. So I hope that all countries will face it with reality and consider overall peace and stability in the region,” Liu said.

The ambassador said it was unfortunate that the current dispute with the Philippines began with a “bad rumor,” referring to reports of Chinese jet fighters allegedly intruding into Philippine airspace near the Spratlys.

Liu denied the reports and added that these had been clarified with the Department of Foreign Affairs.

But Eduardo Batac, spokesperson of the Department of National Defense, said the Philippine military was standing by previous government statements on Chinese “intrusions.”

“We are bringing our case to the international community and we will let the international community be the judge with regard to the actions taken by the Chinese,” Batac said.

He declined to comment on strongly worded statements from Beijing.

Manila has accused Beijing of intrusions into its territory, citing six instances, including one in March when two Chinese patrol boats tried to ram a Philippine survey ship.

China, Vietnam, the Philippines, Malaysia, Brunei and Taiwan all claim territories in the South China Sea, which covers an important shipping route and is thought to hold untapped oil and gas reserves.

‘Paper boat’

Enrile said China was treating the Philippines like a “doormat” in the dispute over the Spratlys.

He said this was “normally the attitude of a powerful country against a weak country.”

Enrile said the best defense against such “bullying” was for the Philippines to build up its economic and military power, but he doubted that the country was in a position to do this now.

“If you have a bully as a neighbor, and you don’t want to prepare against that bully, you will be a doormat of your neighbor,” he said.

“We do not want to develop the wherewithal to tell the guy who is going to bully us, ‘You try to come near me and I’ll show you how to bite you like a flea. We can’t even act as a flea because we have no sting,’” he added.

The country’s “paper boat” is no match against China’s military might and the Philippines could not rely on the United Nations and even the United States to defend it from China, Enrile said.

“We can only pray, ‘God please help us.’ What are we going to fight China with? They would only send two destroyers, and we’d surrender,” he said. “You can raise your voice, but if they attack us, we run away.”

Beijing-Hanoi rift

In Thursday’s incident, a Chinese fishing boat deployed a “cable cutting device” and got it trapped in a network of underwater cables in use by a ship hired by Vietnam, the foreign ministry spokesperson, Nguyen Phuong Nga, said in Hanoi.

The report coincided with published comments by Prime Minister Nguyen Tan Dung, communist Vietnam’s most powerful figure, deploring a similar incident in May and underscoring the seriousness with which the government views it.

“We continue to affirm strongly and to manifest the strongest determination of all the Party, of all the people and of all the army in protecting Vietnamese sovereignty in maritime zones and islands of the country,” Dung said in comments reported by the Thanh Nien daily on Thursday.

He also reaffirmed “the incontestable maritime sovereignty of Vietnam toward the two archipelagos, the Paracels and Spratlys.”

Hundreds of people held a peaceful anti-China protest outside the Chinese Embassy in Hanoi on Sunday, the largest action of its kind since 2007. Protests are rare in authoritarian Vietnam.

Joint exploitations

In his news conference, Liu was asked about China’s plans to hold peaceful consultations despite exercising its jurisdiction over the islets.

The Chinese diplomat pointed to a previous cooperation between China, the Philippines and Vietnam on a seismic survey.

“That’s why we propose to the Philippine government to have joint exploitation in the areas with regard to development survey and exploitation of oil and gas resources, that’s the perfect formula. That’s why we call for a positive response from the Philippine side,” he explained.

“Let me reaffirm that China is firm (in) its claim to the territorial sovereignty over the area and at the same time is also firm in committing itself to a peaceful settlement of the issue,” he said.

The Chinese government believes the best way is to have joint cooperation and that China “cannot accept that one country taking unilateral actions for personal and private gains at the sacrifice of the interest of other parties,” Liu said.

He pointed out that through such a setup, all parties would benefit.

“That’s why we recognize the differences, the difficulties at this stage of finding a proper settlement over the territorial dispute, so the best formula is cooperation,” Liu said. With reports from TJ Burgonio, DJ Yap, AFP and Reuters

More Gloria Macapagal Arroyo execs charged with plunder

Former Solicitor General Francisco Chavez on Monday included Labor Secretary Rosalinda Baldoz and seven other ex-officials of the Overseas Workers’ Welfare Administration (Owwa) in the plunder case he had filed against former President Gloria Macapagal-Arroyo.

In his amended complaint with the Department of Justice (DoJ), Chavez said Baldoz and the other labor officials were remiss in their duty to protect the funds sourced from overseas Filipino workers (OFWs).

Chavez claimed the officials illegally diverted some P550 million in Owwa funds to finance PhilHealth’s distribution of health cards. The program was purportedly designed to boost Arroyo’s presidential candidacy in 2004.

Speaking with reporters, Chavez said Owwa funds were “private, special trust funds” which should not “co-mingle” with public funds from the Philippine Health Insurance Corp. (PhilHealth).

“There is nothing in the Constitution or any statute that authorizes even the President or the board of trustees of Owwa to transfer this money belonging to the OFWs to Philhealth,” he said.

Along with Baldoz, also charged were former Labor Secretary Patricia Sto. Tomas, Manuel Imson, Mina Figueroa, Caroline Rogge, Victorino Balais, Gregorio Oca and Virginia Pasalo, who then comprised the Owwa board of trustees.

Baldoz was cited in her capacity as then administrator of the Philippine Overseas Employment Administration.

Baldoz and her coaccused were also charged with qualified theft, malversation of funds, graft and corruption, and violation of the Omnibus Election Code and the Code of Conduct and Ethical Standards for Public Officials.

“By schemingly facilitating the diversion of the Owwa funds for activities alien to its avowed purpose of directly and exclusively benefitting OFWs…respondents have fallen far short of the degree of fidelity to the trust reposed in them,” Chavez said in his 26-page updated complaint.

The former solicitor general had earlier filed a similar plunder complaint against Arroyo, former Foreign and Executive Secretary Alberto Romulo, then PhilHealth president Francisco Duque III and former Owwa Administrator Virgilio Angelo.

He said three former mid-level MalacaƱang officials furnished him the documents that allegedly showed how the accused manipulated the transfer of the Owwa funds.

Accompanied by two associates, Chavez filed his modified complaint during the first preliminary investigation of the case.

Arroyo, now a Pampanga representative, and her coaccused were no-shows at the hearing called by a DoJ panel of prosecutors.

Benjamin Santos, Arroyo’s counsel, said the former president did not attend the proceedings since she had yet to complete her counter-affidavit.

According to Santos, they have until June 11 to file their answer to Chavez’s complaint.

Nadal beats Federer again in French Open final

PARIS—Rafael Nadal is still better than the best player of all time, beating Roger Federer for the fourth occasion in the French Open final 7-5, 7-6 (3), 5-7, 6-1 on Sunday.

Nadal, who equaled Bjorn Borg’s record of six French Open titles and earned his 10th major overall with the victory, dropped to his knees and covered his face after Federer sent a forehand long on match point.

The top-ranked Nadal improved his record at Roland Garros to 45-1, and to 17-8 against Federer. In Grand Slam finals, Nadal is now 6-2 against his main rival.

He’ll also keep his No. 1 ranking.

Nadal was playing to Federer’s backhand on Court Philippe Chatrier, but even the 16-time Grand Slam champion’s forehand was off. He committed 56 unforced errors in the match, while Nadal had only 27.

In the break of service that finally broke Federer for good, the Swiss missed an easy forehand, double-faulted and then put a forehand into the net. That gave Nadal a 3-1 lead in the fourth set, and enough to hold on for victory.

Nadal is the second youngest man to reach 10 major titles. The only one younger was Borg.

He’s also about six months younger than Federer was when he won his 10th.

Gilas storm back to beat Syria, enter FIBA-Asia Champions Cup semis

The Nationals had a sluggish start in the second quarter but Marcus Douthit, JV Casio and Japeth Aguilar provided the spark to set up a date with defending champion Mahram-Iran in the Final Four Saturday at 6 p.m.

Gilas coach Rajko Toroman takes another tough test against Iran, which has a seven-footer in Cheikh Samb and a prolific scorer in Chris Williams.

"This is a better team than the national team of Iran," said Toroman. “We can’t play differently. We will still try to attack, use the bench more and maybe put some pressure on them."

Douthit tallied 26 points and 12 rebounds, Casio shot 4-of-9 from rainbow country to finish with 22 markers and a team-high nine assists.

Aguilar scored 12 including the go-ahead basket in the third quarter as Gilas took the lead, which they never relinquished.

Toroman said he was happy that the Nationals survived another acid test following a hard-earned win against ASU-Jordan on Wednesday in the preliminaries.

"Syria is not a bad team. To beat them especially after how we started the game with nobody playing well is good for us," said Toroman.

Samaki Walker, a member of the 2002 NBA champions Los Angeles Lakers, torched the Nationals in the second quarter leading led a 13-0 run as the Syrians erected a 35-20 advantage.

The Nationals, however, slowly cut the deficit before finally going ahead for the first time, 56-55, on an Aguilar three-point play with one minute and 37 seconds left in the third. A Casio three-pointer and a Douthit slam ended the third for a 61-57 edge.

After the Syrians moved within two, 69-67, the Nationals pulled away for good with a 9-3 finish for a 78-70 count. Mac Baracael capped off that run with a jumper, 1:55 left in the game.

Syria answered with a 10-5 run to threaten late in the game with Jamaal Miller making two free throws to cut Gilas’ lead to three, 83-80, but Al Jala’a failed to foul any Gilas player that led to a Douthit jam that secured the win for the Nationals.

Walker described Gilas as a great team. "We knew that this is an outstanding team. This is a type of team that runs for 48 minutes so you really have to mentally prepare yourself to run. We started strong but they kept pushing which is what good teams do."

Walker had 25 points and eight rebounds while Michael Mandaly, who also led Syria in the early goings, had 17 markers.

Mandaly had 11 points in the first quarter alone opening the game with back-to-back baskets but was a non-factor in the second half after being saddled with four fouls.

The Syrians were also plagued with fouls with Marcelle Yaqqub fouling out late in the third quarter. Sari Papazian and Abboud Shakkour also fouled out.

The support of the Filipino people to Gilas showed online after it became the third trending topic on microblogging site Twitter.

It was actually Charles Tiu, brother of Gilas player Chris, who started it off.

When news broke out last March 25 that Jennylyn Mercado and Dennis Trillo had called it quits, issues such as the immaturity of Jen and the jealous streak of Dennis surfaced.

But both Jennylyn and Dennis shied away from the media, leaving the public to wonder what was behind the abrupt breakup of their nearly one-year relationship.

This June, Jen finally breaks her silence in a 25-page tell-all interview with YES! magazine.

Jennylyn tells YES! about how she and Dennis became an item, explaining how she initially had doubts about entering into a relationship with him but that she fell in love with him just the same.

"When we started, parang hindi ako gano'n ka-confident sa kanya...parang may doubt, kasi nga yung image niya na nagpapalit ng babae... parang natatakot ako kasi 'yon 'yong image na nabuo sa isip ko," she says.

But she says Dennis was persistent about wooing her.

The two shared a love for biking, found themselves getting to know each other in Bacolod, grew closer while taping GMA-7's afternoon series Gumapang Ka Sa Lusak, and eventually got together after a Holy Week trip to Hong Kong.

"Talagang maganda po yung takbo ng relationship," Jen says, saying Dennis was very attentive and caring when she was sick, and that the presence of Patrick Garcia, the actor she had a lovechild with, was never an issue with Dennis.

But on the night of March 5, or a little over a month from their first anniversary, the couple broke up.

Jennylyn tells YES! the story of what happened that fateful night—how a small, petty fight escalated to a full-blown screaming match punctuated with curses and hurtful words.

"Sa sobrang gulat ko doon sa mga sinabi niya sa 'kin, umakyat talaga 'yong dugo ko sa ulo. Talagang nag-init 'yong ulo ko. Talagang nasampal ko siya," Jennylyn admits.

But this was nothing to how Dennis retaliated, Jennylyn says, as she demonstrates how Dennis allegedly kept her on a headlock while dragging her across his living room.

"Dala-dala niya po ako... papunta doon sa may sliding glass door niya... 'Tapos, hinagis niya po ako pababa. Patapon po, e. Kaya bumagsak po ako. Nalaglag po ako sa sahig. Medyo masama 'yong bagsak ko, kasi parang balakang 'yong bumagsak," she recounts.

Until now, Jen admits that she hasn't recovered from the hurtful words Dennis hurled at her. "Hindi maganda 'yong mga sinabi niya sa akin. Sobrang minaliit niya ako, para akong walang kwenta, winasak niya pagkatao ko," she says.

The tell-all interview also includes accounts of Jennylyn's childhood, when not quite four years old, she was physically beaten by her mother's partner. Photographs of Jen taken during this period are published to prove her story.

In the interview, Jen also goes back to her high school romances and her past relationship with Mark Herras and with Patrick.

Maltese vote yes to divorce, PH to be only country in the world with no divorce

(SPOT.ph) Citizens of the Catholic Mediterranean state of Malta have voted in favor of legalizing divorce, announced Prime Minister Lawrence Gonzo on Sunday, May 29, reports ABS-CBN News. Malta is the only other country apart from the Philippines that bans divorce. It is also the last European country where divorce is considered illegal.

On Saturday, 306,000 of mostly Catholic voters were asked in a non-binding referendum whether the parliament should introduce a divorce law after four years of separation. Legal separation, though widespread in Europe, presents many challenges in re-marrying, reports the article.

Gonzi, who campaigned against divorce, said, "This is not the result I wished for, but the will of the people has to be respected and the parliament should enact a law for the introduction of divorce." He added it was now up to the parliament to legalize the dissolution of marriage.

Pro-divorce leader of the opposition Labor party, Joseph Muscat said in The Guardian that a New Malta had been born. According to the article, Muscat is confident that the anti-divorce law would not thwart the will of the people. The Roman Catholic Church, meanwhile, did not participate in Malta's referendum. However, Malta Archbishop Paul Cremona warned churchgoers that their decision was a choice between building and destroying family values.
